On 12 June 2025, the Ministry of Heavy Industries issued the Machinery and Electrical Equipment Safety (Omnibus Technical Regulation) Amendment Order, 2025 (S.O. 2579(E)), revising key compliance deadlines under the 2024 Omnibus Technical Regulation.”
The amendment extends the mandatory BIS Scheme certification timeline for all machinery and electrical equipment listed in the First Schedule to 1 September 2026, replacing the original “one year from publication” deadline.
The First Schedule of the Machinery & Electrical Equipment Safety (Omnibus Technical Regulation) covers a wide range of machinery and electrical equipment (including assemblies, sub-assemblies, and components) across over 400 products. While a full list is extensive, it includes key categories such as:
  • Pumps, compressors, and centrifuges
  • Metalworking machines including lathes, milling machines, drills, presses, grinders
  • Textile machinery (weaving, knitting, spinning)
  • Packaging, rubber, and plastic processing equipment
  • Construction and earth-moving machinery (excluding those under CMVR)
  • Cranes, hoists, lifts, conveyors
  • Transformers, generators, switchgear, and electrical control gear
  • Other heavy capital goods and industrial systems
Additionally, it postpones the deadline for assemblies, sub-assemblies, and components to a future date to be notified separately by the Central Government, allowing a phased regulation approach.
